OFICINA LABORAL or the ” EMPLOYMENT CENTER” addresses youth unemployment and urban poverty in Lima, Peru through supporting entrepreneurial activities already present in the district and offering services to prepare young people to enter the local job market

AVSI began working in Peru in 1989 and has focused much of its effort on the high rates of poverty and economic exclusion in the capitol of Lima.

Oficina Laboral is an AVSI operated center that convenes in multiple locations in order to reach youth in different parts of the city. The purpose of the center is to address the problems of youth unemployment and urban poverty through the encouragement of entrepreneurial activities among young people living in poorer areas of Lima, as well as assist them in the process of entering the job market.

Young people from the slums of Lima face extraordinary challenges in entering the workforce and overcoming a life of poverty. Most lack the education, life experience and workplace awareness that is necessary to find and keep a job.

Local businesses of all sizes are eager to connect with trained and qualified employees, but have different levels of willingness to pay for these services. There is demand for the services of Oficina Laboral both from job seekers as well as from the private sector, but a viable model for financial sustainability must be developed.

Since 2009, Oficina Laboral has been operating in one of the worst slums in Lima: Cono Este, in order to address the high rates of poverty and marginalization through targeted interventions in job development and career training. 

Oficina Laboral’s approach bridges two necessities: the need of businesses for qualified employees and the need for young people to increase their ability to be employed, sense of dignity and hope for the future. 

Oficina Laboral is an initiative managed by AVSI Peru, which responds to these needs by linking businesses with young employees who have received the training and support needed to be able to succeed in the  workplace. 

AVSI-USA supports Oficina Laboral with interns, outreach to foundations and institutional donors and project design advice.

results (2014-2015)

  • Over 100 young people each year find sustainable employment through Oficinal Laboral.
  • The Center offers on-going employability training, including mock interviews and workplace situation role playing. 
  • Job fair workshops are offered each month.
